Welcome to Handee Application

The following terms of service (these “Terms of Service”), govern your access to and use of the Handee Application, including any content, functionality and services offered on or through Handee (The Application) by Handee Company Limited.

Please read the Terms of Services carefully before you start to use the Application. By using the Application, opening an account or by clicking to accept or agree to the Terms of Services when this option is made available to you, you accept and agree to be bound and abide by these Terms of Services and our Privacy Policy, Found here, incorporated herein by reference. If you do not want to agree to these Terms of Service or the Privacy Policy, you must not access or use the Application. For more detailed policies surrounding the activity and usage on the Application, please access the designated articles herein.

This Application is offered and available to users who are 18 years of age or older, including legal identity, company or small enterprise, etc. If you are under 18 you may not use this Application or the Handee’s services. By using this Application, you represent and warrant that you are of legal age to form a binding contract and meet all of the foregoing eligibility requirements. If you do not meet all of these requirements, you must not access or use the Application.

We don’t charge you to use Handee, by using our Products, you agree that we can show you ads that we think will be relevant to you and your interests. We use your personal data to help determine which ads to show you.

We don’t sell your personal data to advertisers, and we don’t share information that directly identifies you (such as your name, email address or other contact information) with advertisers unless you give us specific permission.

The original language of these Terms of Service, as well as all other texts throughout the application and its related website, is Lao. Handee makes available this translation for convenience only. In case of conflicts between the original Lao version and any translation, the Lao version shall prevail.

Key Terms

User are those who visit, use, create order and choose to use services on Handee platform.

Freelancers are users who offer, provide solution and perform services on categories/sub-categories referred to, which Freelancers considered themselves as professional in that criteria, registered and take full responsibility on their service and performance.

Only registered user may perform as a Freelancer role on the platform.

Freelancers must fulfill their orders, and should not cancel orders on a regular basis or without cause. Cancelling orders will affect Freelancer’s reputation and profile status.

Freelancers gain account status (Star Rate) based on their performance and reputation. Higher rate profile provide their owners with benefits, including advance filter choice, and credibility profile. Rating could be feedback by both administrator’s team and User’s review point. In certain cases, the Freelancer’s rating exceedingly low ratings may lead to the suspension of the Freelancer’s account.

Create Order are requests made by a User to receive an Offer from a Freelancer.

Offers are exclusive proposal that a Freelancer can create/submit in response to specific requirements of User.

Ticket is quota that Handee may provide Freelancer to be used only for submitting proposal to user in Handee platform, subject to these Terms of Service or any other applicable laws and/or terms.

Disputes are disagreements experienced during a service delivery between a User and Freelancer on Handee.

Orders are the preliminary agreement between a User and Freelancer based on scope of services, details, information and after order was confirmed through the process of platform by both parties, Handee takes no part in such agreement made and has no responsibility to comply in any statements on that agreement.

Payment of Services agreed through our platform are between Users and Freelancers, Handee takes no responsibility of the price offered, negotiation, discount, currency, payment or any financial activities of both parties.

We care about your privacy. You can read our Privacy Policy here. The Privacy Policy is part of these Terms of Service and incorporated herein by reference.

Users undertake to comply with Handee’s Community Standards, which are a set of behavior rules and guidelines, applicable to the Handee’s community



You may create order as you need service through our platform, clearly identify details, necessary information and adequate description to ensure Freelancers would understand you issue and provide you with the right solution, either quotation.

Handee retains the right to use all publicly published delivered works for Handee’s marketing and promotional purposes.

Users must be fully acknowledged all times that Services requested on Handee must be an allowed service on Handee, not prohibited by any law or considered illegal services.Please contact Customer Support Team for approved new services. Users should refrain from using the Create Order feature for any purpose other than looking for services on Handee.



Freelancers required to choose, registered categories and subcategories which is considered adequate skillful in a level to provide service in Platform.

Freelancers would wait for the request from the Users, until there is a request for service from the Users, Freelancers have the right to reject or to accept to provide the service referred to their consideration.

Freelancers have no right to cancel the services after the confirmation from the Users as the agreement was created between Freelancers and Users. Unless the cancellation is acknowledged and proceeded by the Users.

For security concerns, Handee may temporarily disable a Freelancer’s ability to activate or log in its account, to prevent fraudulent or illicit activity. This may come as a result of security issues, improper behavior reported by Users.

Freelancers are responsible for paying any direct or indirect taxes, including any GST, VAT or otherwise, which may apply to them depending on residency or location. Freelancers represent and warrant that they comply, and will comply at all times, with their obligations under income tax provisions in their jurisdiction. The price shown on the proposal, quotation to service on the order page is inclusive of all such taxes and charges that may apply to the Freelancers.

Freelancer must be noted at all times, that services/products (Electronic information, Logo, Drawing, Digital design, Picture, etc.) you represent and warrant that it is your original work, you exclusively own all rights to such design, and it does not infringe any third party rights.

Categories and Subcategories.

Freelancers are allowed to register to specific numbers of work categories and subcategories, and each Freelancer account could only sign up to 2 Categories and 10 Subcategories.

Violation and materials prohibition.

User/Freelancer may be removed from the Platform by any violations of these Terms of Service and/or our Community Standards, which may include (but are not limited to) the following violations and/or materials:

  • Illegal or Fraudulent services
  • Copyright Infringement, Trademark Infringement, and violation of a third party’s terms of service reported through the Intellectual Property law
  • Adult oriented services, Pornographic, Inappropriate/Obscene
  • Intentional copies of Works
  • Spam, nonsense, or violent or deceptive services
  • Services or Self-promoting by Create Post feature on our platform
  • Services misleading to Users or others
  • Offering to prepare academic works on behalf of Users
  • Exceedingly low quality performance or services
  • Promoting Handee or Handee’s Services through activities that are prohibited by any laws, regulations, and/or third party’s terms of service, as well as through any marketing activity that negatively affects our relationships with our users or partners

Services that are removed for violations mentioned above, may result in the suspension of the Freelancer’s account.

Services that are removed for violations are not eligible to be restored or edited.

Services are required to have an appropriate service image related to the service offered. An option to upload 10 additional service images are available for Freelancers. Freelancers must deliver the same quality of service as shown on their Service images. Recurring deliveries that don’t match the quality shown on the Service images may lead to the Freelancer’s account losing Freelancer’s status (Level/Rating) or becoming permanently disabled.

Statement on the Profile page that undermine or circumvent these Terms of Service is prohibited.

If you come across any content that may violate our Terms of Service and/or our Community Standards, you should report it to our Customer Support Team. All cases are reviewed by our Team. To protect individual privacy, and the result of the investigation are not shared.

Users may receive a warning to their account for violations of your Terms of Service or any user misconduct reported to our Customer Support Team. A warning will be sent to the users emails address / Facebook Messenger and will be displayed for such user notification log. Warnings do not limit account activity, but can lead to your account losing Freelancer statuses or becoming permanently disabled based on the severity of the violation.


Handee is all about helping and supporting Freelancer leverage their skills. We seek to empower freelancers to be better, work harder for better performance with helpful tools to grow their business. Freelancers who invest in self-promotion may achieve greater customer attention. And, if they deliver on time and maintain high quality and ratings, Handee may reward them with upgraded status and recommendation to user.

Freelancers can gain account rate based on their activity, performance and reputation. The advancement criteria can be found here.

Advancement in Rate are updated periodically by an automated system.

The current rating a Freelancers can achieve are from 1 to maximum 5 stars.

Payment, Currencies and Collection policy 

Please remember that Handee only works to connect people, help in search and matching,  creating opportunities for both Users and Freelancers to meet and achieve in finding the right partner/provider.

We have no policy in collecting, commissioning, or serve no payment services between both parties.

Payment agreements and collection is bonding between Users and Freelancers agreements, Handee would take no responsibility to any issue related.

Handee encouraged Users and Freelancers to strictly follow the local currencies legislation at all time while using the platform, Service offer/quotation must not violate such matters.


Users may be charged with indirect taxes (such as Sales Tax, VAT or GST) depending on their residency, location and any applicable law, in addition to the price shown on the quotation, and in any event, any such taxes will always be displayed to the Users before payment.

Users agree that they are responsible to comply with all tax requirements applicable to them, including but not limited to any obligation to deduct or withhold taxes.


When a User creates an order, the registered Freelancers will receive the notification on their phone to ask for their interest in providing them services as requested.

Freelancers will submit the price quotation through the platform, the quotation will be put in the list for User comparison and decision.

Once the Freelancer is selected from the order page, messages or information shall be exchanged to both Users and Freelancers for further contact.

Selected Freelancer is required to contact the User for further appointment to execute the services as agreed in order.

In case of completion, Handee encourage User to confirm the work completion, feedback or comments toward the work performance to be reference to the freelancer.

Freelancers are required to meet the deliver time, failing to do so may harm their Rating.


Feedback reviews provided by Users while completing an Order are an essential part of Handee’s rating system. Reviews demonstrate the User’s overall experience with the Freelancers and their service. Users are encouraged to communicate to the Freelancer any concerns experienced during their active order in regards to the service provided by the Freelancer.

Leaving a User’s feedback is a basic prerogative of a User. Feedback reviews will not be removed unless there are clear violations of our Terms of Service and/ or our Community Standards.

To prevent any misuse of our Feedback system, all feedback/ reviews must come from legitimate services executed exclusively through the Handee platform from users within our Community. Service arranged, determined to artificially enhance Freelancer’s ratings, or to abuse the Handee platform with services from additional accounts, will result in a permanent suspension of all related accounts.

Feedback comments given by Users are publicly displayed on a Freelancer’s profile

Comments, reviews and rating, Users could proceed their feedback, post comments or reviews right after the Freelancer has been selected, for the Freelancer’s work performance reference which will be shown on their profile.

Disputes and Cancellations

We encourage our Users and Freelancers to try and settle conflicts amongst themselves. If for any reason this fails after negotiating between the two parties, we must comply to the regulation and Law of its residence.

In the event that a User or Freelancer encounters an issue related to the service provided in an order, you are encouraged to contact another party and negotiate for settlement.

Revisions to deliveries can be performed by Freelancer based on the Freelancer’s service and customer care. Freelancers may determine the amount of revisions offered to Users, including no revisions. Handee take no response to any of the revisions offered, or revisions agreements between two parties.

Order Cancellations

Eligibility for requests to Handee to cancel an order will be assessed by our Customer Support team, Handee reserved the right to cancel order based on a number of factors, including violations of our Terms of Service and/or our Community Standards, general misconduct, and improper usage of Handee delivery system.

Orders are not eligible to be cancelled based on the quality of service/materials delivered by the Freelancer if the service was rendered as described in the Offer. Users may rate their experience with the Freelancer on the Review, including the overall level/Rating of service quality received.

Any non-permitted usage of Handee encountered during an Order, may result in the order being cancelled. This includes, but not limited to, harassment, unlawful behavior, or other violations of Handee’s Terms of Service.

Handee Customer Support will cancel orders based on, but not limited to, the following reasons:

  • Active Orders (after the Users submit their requirements and before the Freelancers delivers the service.
  • Users are abusive towards the other party through threats of low ratings or leveraging order materials (such as logins personal information) against each other.
  • Users supplied or included copyright/trademark infringing materials as part of the User requirements or the Freelancer’s delivery.
  • The User is no longer an active Handee user due to Terms of Service violations or closure of their account.
  • Users who threaten to leave a damaging review to gain more services from the Freelancer not related to the agreed requirements.
  • Freelancers who have been reported to use copyright/trademark infringing materials after verification and with proof.


As described, Handee only works as a platform which encourages, helps and creates opportunities for Users and Freelancers to meet and fulfill their demands/requirements in services. Handee take no part in the proposal, discussion and negotiation which guide both Users and Freelancers to confirm the service through our platform, All of processes are created and agreed by Users and Freelancers.

To strictly follow the law and legislation, all prices appear/mention in the proposal or price quotation must be on local currencies.

Additional Handee’s policies

Handee retains the right to use all uploaded Logo Design, Electronic information, Drawing and Picture created by Freelancer for Handee marketing and promotion purposes for no consideration.

User Conduct and Protection

Handee enables people to create, share, provide and purchase nearly any service they need at an unbeatable value. Services offered on Handee reflect the diversity of an expanding service economy. Members of the Handee community communicate and engage through orders and social media.

Handee maintains a Friendly, community spirit, and professional environment. Users should keep to that spirit while participating in any activity or extensions of Handee. This section relates to the expected conduct users should adhere to while interacting with each other on Handee.

To reported a violation of our Terms of Service and/or our Community Standards, User Misconduct, or inquiries regarding your account, please report it through our platform or contact our Customer Support team.


Any necessary exchange of personal information required to continue a service may be exchanged within the platform only.

Handee does not provide any guarantee of the level of service offered to Users.

Rude, abusive, improper language, or violent messages will not be tolerated and may result in an account warning or the suspension/removal of your account.

Handee is open to everyone. Discrimination against a community member based on gender, race, age, religious affiliation, sexual preference or otherwise is not acceptable and may result in the suspension/removal of your account.

Users with the intention to defame competing Freelancers by ordering from competing services will have their reviews removed or further account status related actions determined by review by our Customer Support team.

Non-Permitted Usage

Adult Services and Pornography – Handee does not allow any exchange of adult oriented or pornographic materials and services.

Inappropriate Behavior and Language – Communication on Handee should be friendly, constructive, and professional. Handee condemns bullying, harassment, and hate speech towards others.

Phishing and Spam – Member’s security is a top priority. Any attempts to publish or send malicious content with the intent to compromise another member’s account or computer environment is strictly prohibited. Please respect our members privacy by not contacting them with offers, questions, suggestions, or anything which is not directly related to their works, service or orders.

Privacy & Identity – You may not publish or post other people’s private and confidential information. Any exchange of personal information required for the completion of a service must be provided in the platform. Freelancers further confirm whatever information they receive from the User, which is not public content, shall not be used any purpose whatsoever other than for the delivery of the work to the User.

Authentic Handee Profile – You may not create a false identity on Handee, misrepresent your identity, create a Handee profile for anyone other than yourself (a real person), or use or attempt to use another user’s account or information; Your profile information, including your description, skills, location, etc., while may be kept anonymous, must be accurate and complete and may not be misleading, illegal, offensive or otherwise harmful. Handee reserves the right to require users to go through a verification process in order to use the platform (whether by ID, phone, camera, etc.)

Intellectual Property Claims – Handee will respond to clear and complete notices of alleged copyright or trademark infringement, and/or violation of third party’s terms of service.

Fraud/ Unlawful Use – You may not use Handee for any unlawful purposes or to conduct illegal activities.

Abuse and Spam

Multiple accounts – To prevent fraud and abuse, users are limited to one active account. Any additional account determined to be created to circumvent guidelines, promote competitive advantages, or mislead the Handee community will be disabled. Mass account creation may result in disabling of all related accounts. Note: any violations of Handee’s Terms of Service and/or our Community Standards is a cause for permanent suspension of all accounts.

Targeted Abuse – We do not tolerate users who engage in targeted abuse or harassment towards other users on Handee. This includes creating new multiple accounts to harass members through our message or ordering system.

Selling Accounts – You may not buy or sell Handee accounts.

Proprietary Restrictions

The Platform, including its general layout, application, design and content, is exclusively owned by Handee and protected by law and regulation related to copyright and trademark. Users have no right, and specifically agree not to do the following with respect to the platform or any part, component or extension of the Platform: copy,transfer, adapt, modify, distribute or reproduce it, in any manner; reverse assemble, decompile, reverse engineer or otherwise attempt to derive its source code, underlying ideas, algorithms, structure or organization; modify or create derivative works; remove any copyright notice, identification or any other proprietary notices, or use the Platform in any manner that could damage, disable, overburden or impair the Platform, or interfere with any other users’ enjoyment of the Platform.

Feedback Rights

To the extent that you provide Handee with any comments, suggestions or other feedback regarding the Platform, as well as other Handee products or services (collective, the “Feedback”), you will be deemed to have granted Handee an exclusive, royalty-free, fully paid up, perpetual, irrevocable, worldwide ownership rights in the Feedback. Handee is under no obligation to implement any Feedback it may receive from users.


Freelancers should recognize that there might be a need for Users to disclose certain confidential information to be used by Freelancers for the purpose of delivering the ordered work, and to protect such confidential information from unauthorized use and disclosure. Therefore, Freelancer agree to treat any information received from Users as highly sensitive, top secret and classified material. Without derogating from the generality of the above, Freelancers specifically agree to maintain all such information in strict confidence, not disclose the information to any third parties, not use the information for any purpose except for delivering the ordered work, and not to copy or reproduce any of the information without the User’s permission.

General Terms

Handee reserves the right to put any account on hold or permanently disable accounts due to breach of these Terms of Service and/or our Community Standard or due to any illegal or inappropriate use of the Platform or services.

Violation of Handee’s Terms of Service and/or our Community Standards may get your account disabled permanently.

Users with disabled accounts will not be able to create post for service or received works order on Handee.

Users who have violated our Terms of Service and/or our Community Standards and had their account disabled may contact our Customer Support team for more information surrounding the violation and status of the account.

Users must be able to verify their account ownership through Customer Support by providing materials that prove ownership of that account.

Handee may make changes to its Terms of Service from time to time. When these changes are made, Handee will make a new copy of the Terms of Service available on the home page of application.

You understand and agree that if you use Handee after the date on which the Terms of Service have changed, Handee will treat your use as acceptance of the updated Terms of Service.

Furthermore, Handee is not responsible for the content, quality or the level of service provided by the Freelancers (even if they are high or top rated freelancers). We provide no warranty with respect to the works, service, their delivery, any communications between Users and Freelancers. We encourage users to take advantage of our rating system, our review function and common sense in choosing appropriate services.

User Generated Content

User Generated Content refers to the content added by users as opposed to content created by the Platform. All content uploaded to Handee by our users (Users and Freelancers) is user generated content. Handee does not check user uploaded/created for appropriateness, violations of copyright, trademarks, other rights or violations. We invite everyone to report violations together with proof of ownership as appropriate. Reported violating content may be removed or disabled.
